Department Overview

The Redevelopment Department implements the day to day operations of the Lynwood Redevelopment Agency, and helps formulate and implement the Redevelopment Plan.  The Redevelopment Department undertakes activities consisting of the acquisition of real property, demolition and clearance of certain existing structures, development of affordable housing and commercial business, installation of necessary public improvements and rehabilitation of residential, commercial and public structures to meet the stated goals and objectives of the Agency's Redevelopment Plan and Five Third Year Redevelopment Implementation and Housing Plan. The Redevelopment Department uses redevelopment tools to eliminate blight at Project Area A and Alameda Project Area and establish these areas as viable development areas. The Redevelopment Department assists the City of Lynwood revitalize the Lynwood community by using redevelopment tools to implement strategies to encourage new development, create new jobs, generate tax revenues, and create more affordable housing.

Mission Statement

The mission of the Redevelopment Department is to provide staff support to the Lynwood Redevelopment Agency. The Agency was formed for the purpose of arresting blight, improving the City's commercial and industrial base and protecting the health, safety and general welfare of city residents. It is the intent and goal of the LRA to continue to provide economic incentives in order to attract and retain businesses, within the redevelopment project areas. In addition, where economically feasible, the LRA will continue to work with developers in order to revitalize the existing commercial and industrial areas to create jobs, and to arrest blight and ensure the safety of the business community and established neighborhoods.

Programs

A BRUSH WITH KINDNESS

The Lynwood Redevelopment Agency and Habitat for Humanity of Greater Los Angeles have partnered to assist low-income homeowners to improve the appearance, safety and curb appeal of their homes. The program named "A BRUSH WITH KINDNESS" helps to increase the value of homes and esthetics of the neighborhoods in Lynwood.

Lynwood homeowners must be willing to partner with Habitat by investing hours of sweat equity into the construction of their home. For further information, please contact the City of Lynwood Redevelopment Agency, (310) 603-0220, ext. 258


HOUSING REHABILITATION PROGRAM

The City of Lynwood provides financial assistance to repair owner occupied homes.  The City provides grants for $10,000 and loans up to $35,000 with zero interest.  There are various criteria to qualify including income limits.  For further information please contact the Housing Division at (310) 603-0220 ext. 258.


WHITE PICKET FENCE PROGRAM

The City of Lynwood provides an exterior home improvement program that removes blight from surrounding low-to moderate income family occupied homes by replacing chain link or decaying fences with a new vinyl white picket fence. Upon qualification, the City will offer a grant to pay 100% of the cost of removing the fence and installing a vinyl white picket fence. NEIGHBORHOOD STABILIZATION PROGRAM (NSP) 1

The goal of the NSP 1 program is to purchase abandoned and foreclosed properties and resell these homes in designated target areas. The Lynwood Redevelopment Agency (LRA), in collaboration with the City of Carson, is in the process of rehabilitating foreclosed homes purchased through the program. Buyers must be low, moderate, or middle-income households with income at or below 120% of area median income. This program will support LRA in their mission to remove blight and provide affordable housing.
