Department Overview

The Development Services Department is responsible for current and advance planning actitivies and the implementation of the Lynwood General Plan and City's Zoning Ordinance. The department is responsible for the building permits, plan check, inspections, construction design, alteration, moving demolition, repair and use of any building or structure within the City. The department is responsible for implementing code requirements, responding to citizen requests for service, and protecting the public health, safety and welfare. The department is responsible for issuing business licenses, performing business inspections and monitoring, and ensuring compliance with State Law.

Mission Statement:
The mission of the Development Services Department is to promote and enhance the quality of life in Lynwood by protecting the health, safety, and welfare of our residents and business community. This task is accomplished through multi-disciplined teams of professionals and administrative staff, balancing individual customers' and partner's requirements with the broader public interest. We facilitate safe buildings, healthy environments, a strong local business economy, well planned neighborhoods, quality infrastructure, and provide guidance through information and recommendations for the management and direction of our future.

Planning

The Planning Division is responsible for current and advance planning activities and the implementation of the Lynwood General Plan and the City's zoning ordinance. The Planning Division processes, prepares, and presents discretionary project reviews and recommendations including General Plan Amendments, Zone Changes, Conditional Use Permits, Specific Plans, Variances, Zoning Ordinance Amendments and Subdivisions. The Planning Division processes administrative applications to include site plan reviews, sign permits, fence permits, minor development projects, business license, zoning approval, home occupations, child care facilities, color reviews and other development proposals. Staff also prepares and provides reports and recommendations for the Lynwood Planning Commission and/or City Council consideration.

Building and Safety

The Building and Safety Division enforces the provisions of the adopted Building and Safety Code, Uniform Building Code, California Building Code, and applicable laws and ordinances for the design construction, alteration, moving, demolition, repair and use of any building or structure within the City, except work located in a public right-of-way. The Division also issues building permits and performs site inspections to insure compliance with pertinent codes, laws and ordinances.

Code Enforcement

The Code Enforcement Division addresses property maintenance, zoning, and building violations citywide through a combination of enforcing City ordinances and State laws to enhance community health, safety and environmental quality. Neighborhood Preservation Specialists work with citizens, inter-department staff, and the Lynwood COPS team to identify and remedy code violations in an efficient and effective manner.

Neighborhood preservation officers respond to service requests for:

  • Run down properties
  • Sign regulations
  • Weeds and overgrown vegetation
  • Junk cars
  • Tash container storage
  • Junk, trash, debris

Code for health and safety

Home Operated Businesses (HOB)
Day care, income tax, notary, etc. may be operated out of your home. However, you must first obtain a Home Occupation Permit from the City's Business License Department. All permit applications are subject to inspection for issuance.

Street Vendors
Street Vending is not permitted in the City of Lynwood. It is unlawful for any individual to sell items such as food, fruit, candy, DVD's or specialty items from a cart or self-constructed stand.

Signs
The placement of signs and/or banners requires Planning approval. Windows with painted signs, outside displays, or A-Frames are not permitted. For more information, contact the Planning Division at 310-603-0220, ext. 247.

Animal Care/Maintenance
Proper disposal of animal waste is required. Animal waste must be disposed of in a sanitary manner. It should not be washed into the street or left on thelawn. Pet owners are allowed no more than 3 dogs (with proper licenses) or cats (over four months of age) and no more than 3 birds for indoor pets.

Fences
To install a fence, you must obtain prior approval from the City's Planning Division, and if necessary, a permit from the Building Division (Barbwire fences are not permitted).

Property maintenance guidelines have been established by the City Council in the form of ordinances in the Lynwood Municipal Code. These ordinances provide an equitable basis for instilling pride of ownership, responsible property management, and a sense of community, while fostering the quality of life we enjoy in Lynwood.

The Code Enforcement Division investigates complaints, provides information, and is available to answer question regarding residential property. The Business License Division addresses these same concerns in the commercial/industrial and manufacturing zones.

Business License

The Business Licenses division is responsible for the issuance of all licenses, special permits, yard sale permits, contractors, consultants, and home occupation licenses.

The Business License Division works in conjunction with other departments such as the Fire department, planning, building, code enforcement and the Sheriffs department to insure compliance with the City and State requirements. This division is also responsible for issuance of permits for special events such as carnivals, rummage sales, yard sales, firework stands, Christmas tree sales and the annual Christmas Parade vendor permits. Systematic surveys and audits of the current business license establishments is also conducted by the City's Business License Specialists.

Who Needs a Business License?

Any individual, corporation or sole proprietor who wishes to conduct a business within the City of Lynwood must secure a business license. City law states that no person shall engage in business or transact and carry on a business, trade, profession, calling or occupation in the City without first having procured a license from the City to do so or without complying with any and all applicable provisions of Chapter 4 of the Municipal Code of the City of Lynwood. A separate license is required for each branch or location of business.
