Maria Quinonez

Elected November 6, 2007 as City Clerk.
Ms. Quinonez is actively involved in the community, serving as the Elected City Clerk for the City of Lynwood and as a Personnel Commissioner for the Lynwood Unified School District. As a community member living and working in Lynwood and with her family attending the Lynwood schools, Ms. Quinonez is involved and committed to community advancement and improvement.

Department Overview

The City Clerk is responsible for the care and custody of all of the official records and documents of the City, and for providing and maintaining all legal and historical information and records. This office provides support to the City Council, acts as a professional link between the citizens, the City Council and agencies of government at other levels. The City Clerk acts as the information center on functions of local government.

Mission Statement: To process all ordinances and resolutions in a timely manner, to record the minutes of all City Council, Redevelopment Agency, Public Finance Authority and Lynwood Information Incorporated meetings accurately. To implement City Council policy efficiently and effectively, and issue, maintain and monitor all public information.

City Clerk Services

Election Administration
The City Clerk coordinates and administers all city general elections and special elections. In addition, citizen initiated recalls, initiatives and referendums are submitted to the City Clerk and verified for sufficiency by the clerk and special elections are scheduled and held as necessary.

Records Management
The City Clerk maintains the official files for the city and is responsible for researching and providing copies of official actions of the city at the request of citizens and city departments. The city code is also maintained by the office and is updated quarterly through codification supplements.

City Council Recording Secretary
The City Clerk's Office is responsible for preparing city council agendas, recording all city council meetings, and the preparation and retention of the official city council minutes.

Public Notification
The City Clerk is responsible for the timely publishing of all legal notices in the city's official newspaper, including first and second reading ordinances, requests for proposals, requests for bids, notice of final settlements, election notices and other applicable notices.

City Council Meeting Agendas

City Council Minutes

Regular meetings of the Lynwood City Council are scheduled for the first and third Tuesday of each month at 5:00 p.m. in the Lynwood City Council Chambers located at 11330 Bullis Road. At each regular meeting, the Lynwood City Council follows an agenda which is prepared the preceding Thursday according to an order of business fixed by ordinance.

The agenda is posted 72 hours prior to the meeting according to law. Copies of the agenda and accompanying reports are available prior to the meeting. Citizens may review this information at the City Clerk's Office, Fire Station One, and the Lynwood Library.

Roles And Duties Of The City Clerk

As an elected official, the City Clerk administers the election process through which local government representatives (City Council) are selected. The election process is governed by federal, state, and local laws and regulations. The City Clerk assists candidates in meeting their legal responsibilities before, during and after an election. From election preplanning to certification of election results and filing of final campaign disclosure documents, the City Clerk manages the process which forms the foundation of our democratic system of government. All elections are conducted in conjunction with the Los Angeles County Registrar/Recorders Office.

The duties of the City Clerk include responsibility for the care and custody of all official records and documents of the city, For protection and preservation of the City's History, administration of all municipal and special elections, the accurate record of Lynwood City Council proceedings, actions and documentation of City Council Meetings, administering the City's Records Management Program, receiving and filing claims against the City, maintenance of the Lynwood Municipal Code, administering regulations relating to the Fair Political Practices Commission.

The City Clerk's Office provides a current list of City Boards and Commissions, their vacancies, and the regular meeting dates of the Boards and Commissions. Detailed City Council Agendas are available for review at the Lynwood Library, and the City Clerk's Office prior to Lynwood City Council Meetings. City Council Minutes are prepared by the City Clerk and are the permanent record of proceedings of each Lynwood City Council Meeting.

Election Information

Lynwood is a general law city governed by a five-member City Council. Members of the City Council, the City Clerk and City Treasurer are elected for a four-year term. A municipal election is held on the first Tuesday on November on odd-numbered years. Each December, the Council meets and chooses one of its members as Mayor and one as Mayor ProTem. The Mayor is the presiding officer of the Council and of the City's Redevelopment Agency.

The City Clerk serves as the election officer and coordinates all municipal elections for the City, which involves candidates filing papers stating their intention to run for office, filing of campaign statements and economic interest statements, and working closely with the Los Angeles County Registrar/Recorder County Clerk. The City Clerk is responsible for issuance and acceptance of nomination papers, city measures and the publication of necessary legal notices. In addition, all campaign and conflict of interest filings required by the Fair Political Practices Commission are centralized in the City Clerk's Office.
